There are some possible error messages an owner-agency may receive when you fetch bids or responses or use the open bid utility.

Once a solicitation is advertised, all agency users with an approved Digital ID are identified as potential bid openers. To conduct the opening, a user must hold a Manager or Contract Administrator role and have their Digital ID file imported into the browser at the computer they intend to use for the bid opening. Once a solicitation is advertised, all agency users with an approved Digital ID are identified as potential bid openers. To conduct the opening, a user must hold a Manager or Contract Administrator role and have their Digital ID file imported into the browser at the computer they intend to use for the bid opening. Important Security Note: Digital IDs created after the solicitation was advertised cannot be used for the bid opening unless a subsequent addendum was issued. This is because the ID’s must be associated with the solicitation while it is advertised to authorize a user to conduct bid decryption. |
