Projects are a way for owner-agencies to associate multiple solicitations, RFPs, or RFQs together as a single project grouping. Project groupings are particularly helpful when using a multi-solicitation or RFP phased project approach, but they can also be used to associate separate solicitations that are related to the same project umbrella.
Projects are an organizational tool to help your team keep track of related postings; vendors will not see that an advertised posting is part of a project association.

Create a new project
Create a new project to begin associating solicitations together.
There are two ways to create a new project. Both methods are found within different tabs of the Our Solicitations page.
- Solicitations tab | You can create a new project from the Solicitations tab of the Our Solicitations page by clicking New Project.
- Projects tab | View, edit, and create a new project by going to the Projects tab of the Our Solicitations page and clicking New Project.
The instructions for each method are similar. Here's how to create a new project:
- From the Our Solicitations page, navigate to the Solicitations or Projects tab.
- Click New Project.
- The Create New Project window will open. Enter a name and optional description for the new project grouping.
- Click Submit.
- The new project page will open.
From the new project page, you can create a new solicitation as usual and it will automatically be associated with the project you just created.
Add to an existing project
If you have an existing project, you can associate a solicitation or RFP to it during the draft or advertised stage.
Good to know
- Since vendors don't see project associations, only your agency, adding a solicitation to a project post-advertisement will not trigger an addendum requirement.
There are two ways to associate a new solicitation with a project:
- Solicitations tab | Create a new solicitation as usual. When filling out the General Info section, use the Project drop-down menu to select a project.
- Projects tab | Click on the title of the project you want to add to. Click New Solicitation and draft your posting as usual.
When you Save the new solicitation, you will see its project association in the General Info section. When you navigate to the Projects tab and click into the project title, you will see your new solicitation.
You can add a project association to a solicitation during its draft or advertised stage.
Draft stage
When your solicitation is still in the draft stage:
- Open the draft and go to the General Info section. If you have existing projects, you will see a Project drop-down menu.
- Click on the Project drop-down menu and select the project title you want to associate with this solicitation.
- Continue drafting your solicitation as usual.
When you Save the new solicitation, you will see its project association in the General Info section. When you navigate to the Projects tab and click into the project title, you will see your new solicitation.
Advertised stage
You can still add a solicitation or RFP to a project after it is advertised. This will not trigger an addendum requirement.
When your solicitation is advertised:
- Open the advertised solicitation and go to the General Info section.
- Click Edit.
- If you have existing projects, you will see a Project drop-down menu.
- Click on the Project drop-down menu and select the project title you want to associate with this solicitation.
- If you have no other edits to make, click Save.
The service will automatically display a warning that saving changes in this section will change the status of your solicitation to Addendum Needed. However, if the only change you've made is to add a project, the service will recognize that and will not require an addendum. It's safe to click OK on the warning pop-up.
